When configuring my new iPad2 to connect to my Charter.net email account, I did a Google search to find the needed settings, and didn't find many straight-forward answers. So I did the trial-and-error method, trying many of the setting combinations that others suggested.
Here's what worked for me*; I hope it works for you also, and saves you time and frustration.
- On the iPad home screen, touch the "Settings" icon.
- Under the Settings column, touch "Mail, Contacts, Calendars".
- On the right-hand column, touch "Add Account..."
- On the next screen, touch "Other"
- On the next screen, touch "Add Mail Account"
- Here you get a "New Account" pop-up window. Enter the requested information:
- Name: Type your first and last name as you want it to appear in emails you send.
- Address: Type your full charter.net email address, such as johndoe@charter.net
- Password: Type your email password. This is the same password you use when you sign in and check your charter.net email on a computer.
- Description: Type in a descriptive title for this account, such as Charter email, or johndoe@charter.net.
- Press "Next". The iPad will now attempt to verify the account settings. This can be slow; it may take a minute or two.
Now you get a pop-up window showing the new account:

But we are not done yet. The iPad added some default settings that need to be changed for the email to actually work right.
Touch the "Account" line. This opens a pop-up titled Account:

- On the line that says Host Name, change it to imap.charter.net (instead of mobile.charter.net).
- On the line that says User Name, delete the second part that says "@charter.net" so it just has the first part, your email name.
Now touch the "Advanced" line. This opens a pop-up titled Advanced:

- Slide the "Use SSL" switch to OFF.
- Change the Server Port to 143.
- Touch the "Account" back-arrow at the top of the pop-up window to go back.
Now touch the "SMTP" line. This opens a window titled "SMTP":

- Touch the line right under Primary Server that says "mobile.charter.net". This opens a window titled "mobile.charter.net"

- Confirm that the settings match the above screen shot.
- Touch the "Done" button on title bar of this mobile.charter.net pop-up window.
- Touch the "Account" back-arrow at the top of the pop-up window to go back.
- Touch the "Done" button on title bar of this Account pop-up window.
- The iPad will again attempt to verify the account settings. This may take a minute or two.
Now, with a little luck, you should be able to send and receive email from the Mail app!

DID THIS WORK FOR YOU? I'm curious as to whether this is working for others or not. Please take a moment to send me this feedback:
*Important Notes:
- These settings are from iOS version 5.0.1, as of December 10, 2011. As Apple updates the iOS, these settings might or might not still work.
- This sets up the email as an IMAP account. I was not successful at configuring a simple POP account.
- I was using an iPad connecting to the internet via wi-fi, through a home network that has a Charter.net internet account. I don't know if the settings are the same for 3G connections.
- This worked in Richland, Washington. It should be the same for Pasco and Kennewick, as well as the rest of the surrounding Tri-Cities area serviced by Charter Communications.
